MEET OUR STAFF AND BOARD

Community Outreach Housing (COH) is an IRS recognized 501(c)(3) charity that offers quality housing and Community service projects to post-secondary, full-time students, low income families, US Veterans.

Tamra has been a business owner for over 25 years and prides herself in her people skills, relationships with others, and willingness to serve. Her passion to help others shows in all she does. Tamra has a bachelors in marketing from Howard Payne University and her first job was with the Zig Ziglar corporation motivating and helping others in business for over 10 years. Tamra has spent many hours volunteering on construction projects, mission trips, youth camps, community service and overseeing the every day operations of COH for the past11 years. Her passion is helping others that really need it. She is the proud mother of 3 grown children and has 5 beautiful grandchildren. She has been married to her loving husband Darrell Gardner with DLG Services for over 32 years they both love living in Whitney with a beautiful view of the Lake, after over 50 years in the DFW area where she still serves and helps those in need.

TAMRA GARDNER- EXECUTIVE DIRECTOR

Madison Emsoff is a great addition to our staff, She is a 2013 graduate of Tarelton State University in Stephenville. She is now an assistant to Rich Young and associates, one of the largest brokerage firms in Dallas specializing in commercial real estate.  Madis has an eye for detail as she oversees all the contracts and helps 17 boaker bring new businesses or do new office finish outs in the DFW area.  She also works as the part-time office bookkeeper for the full-service construction company DLG services. She is married and has five beautiful children  . She brings energy and professional  experience to our team.

MADISON EMSOFF - PRESIDENT

Ben Tackett was born and raised in Erath County. A 2019 graduate of Tarleton State University, 3.8GPA, making the Dean’s list every year. He is also an alumni of Sigma Chi Fraternity, Kappi Xi Chapter. He obtained his Texas Real Estate License at the age of 18. He served on the Bluff Dale Volunteer Fire Department from 2014-2018. He has been actively involved with the Stephenville city council committees. His degree of study is Business Administration in Management which compliments his pursuit in real estate. He plans on developing a career in real estate and is currently working together with AN outstanding team in the DFW area and has been a top producer for the past 2 years.  He aspires a long career in real estate and enjoys giving back to the community.  His knowledge and experience have been very valuable to COH.  

BEN TACKETT - SECRETARY

Paula has over 18 years of experience in the bank industry and retired as the President of of BancopSouth in Hamilton Texas. Her knowledge of banking and finance has been invaluable to the success of COH. Paula has also spent her life volunteering her time to help others and has led numerous mission minded trips and projects over the years. She and her husband have been married 45 years and ran a family dairy operation for over 20 years. Paula developed great people skills along with 7 years in the retail industry. She has been blessed with 4 lovely children and 11 grandchildren. Holidays and family events are her greatest blessing. She is now a full time Nana.

PAULA CHRISTIAN - TREASURER

Jessie Newton joined the board in February 2023. Hamilton resident, in banking since 2008, currently branch manager at Cadence bank. 
Married for 17 years, I have 2 kids ages 15 and 5. Enjoy spending time with family and friends. 

JESSIE NEWTON BOARD MEMBER

Lupe joined the board of directors of COH in 2018. She is a fluent in both English and Spanish. She has helped in several translation situations for COH clients. Lupe understand the challenges of low income housing and living in underserved neighborhoods. Living in Carrollton for over 30 and having 5 children in the CFBISD grounds here in the community. Lupe has experienced the issues of being a single mom and working 2 and 3 jobs, including in the School Cafeteria to give your children a good home and be in the best school districts. COH is very proud to have Lupe and her in sites and community connections in Carrollton, Texas

LUPITA MARTINEZ - TRANSLATOR

Jack Clifford Williams graduated Angelo State Univeristy in 1975 with a BA in History and a minor in English. His primary background has been in the airline and travel industries while working at Braniff International, Braniff Inc, and American Express Travel. Mr. Williams has always been a huge supporter of the Arts and Humanities, having had two music teachers in his family. Starting in 2004, Mr. Williams has been a Fund Advisor for The Dr. Jo Margaret Williams Youth Concert Memorial Fund of Communities Foundation of Texas. This program supports String Music Programs in Dallas. Mr. Williams resides in Allen, Texas.

JACK CLIFFORD - BOARD MEMBER

Letha owns and operates Lone Star insurance in Stephenville Texas., a full service insurance broker. Her in site and referrals of local contractors and services has been extremely to COH as we built in Stephenville before relocating to Whitney. Letha hold all the policies and COH single family homes and navigates COH thrLough insurance claims and questions. She loves live music, playing with grandkids and helping others any time she can. She is also a GREAT decorator of small spaces.

LETHA STEGALL- BOARD MEMBER

Anthony G. Fant is proficient in Non-Profit Accounting with 25 years of professional work experience developing and implementing growth strategies for small businesses, churches and other nonprofits. He specializes in developing affordable housing, small businesses, schools, credit unions, and specialized hospitals while generating over $200 million for community outreach programs through grants, corporate sponsorship, real estate and other Major Gift & Planned Giving Strategies

ANTHONY FANT - BOARD MEMBER

Dr Linda Gray is a nonprofit business consultant with more than 28 years of experience. Associate Consultant with the National Academic Consulting Services a nonprofit management business with expertise in nonprofit start ups, nonprofit management, grant research and development for Churches, grassroots faith-based organizations and community nonprofits. Other services include Charter and Private School start ups. Co-Founder of the R L Gray Community Development Outreach, Inc. a nonprofit organization providing support to children and families in South Dallas and financial support to Mama Muxima Orphanage and Consoladora dos Aflitos Orphanages in Luanda Angola Africa and the Almighty Arms Liberia Street Outreach Ministry in Monrovia Liberia. Professional affiliated memberships include the National Association of Professional Women, American Association of Grant Professionals, National Grants Management Association and dear to her heart a Certified Business Mentor for SCORE Chapter in Dallas, Texas for 13 years. She has successfully helped hundreds of nonprofit organizations in receiving technical assistance in IRS 501C3 certification. Has secured over 5.5 million dollars in grant awards.

DR. LINDA GRAY - board member

Darrell Gardner has been the owner/operator of DLG Services for 32 years. A commercial building supply office finish out and residential/commercial remodeling business. DLG Services is fully bonded and insured up to $3 million and are also licensed in HVAC mechanical contracting. Darrell manages several service crews of licensed plumbers, electricians, carpenters, painters and general maintenance personnel. He is very experienced and knowledgeable in all areas of construction, permits, inspections, project development and management. His team can fix it, remodel it or build it from the ground up. . Darrell Gardner, has a heart for giving and helping others. He has served to build homes on several mission trips,

DARRELL GARDNER - ADVISOR

Jilliaan has worked in fundraising and marketing for over 10 years. She received her masters degree in Communications and media Technologies from Rochester Institute in 2015. she joined the COH team in 2019 to proof and package grants . Jillian opened her business, EleGrant Writing in 2019. She enjoys reading, live music , creative writing and spending time with her husband and 2 toddlers.

JILLIAN NETHERLAND- GRANT ASSISTANT

Rick is the pastor of Cedar Creek Baptist Church in Heron, and studies at Dallas Baptist . He has a heart for community service especially youth, seniors and US Veterans. Rick loves to serve and brings a history of projects and impacts on families in Whitney, Rick and his wife Susan have been in Whitney since 2017.

RICK GOBERT - ADVISOR

KELLI HENDRIXSON – TRANSLATOR

Kelli loves to serve and it shows in all areas of her live. As a retired US Postmaster she understands government contracts, paperwork and compliance form that go with funding. Kelli has a big heart and always wants to help and give. Her husband Brett is a business owner in Whitney. They both love the community and live in a low income area off 2604 and understand the needs of this neighborhood. you can find Kelli enjoying Lake Whitney most every weekend with her family. Kelli enjoys Rodeo, music and her cowboy church.  Her part-time addition to COH in the office has helped streamline and organize paperwork and compliance forms and follow up on grant spending.

KELLI HENDRIXSON- STAFF

Abbigale is a great staff member of COH she is the property manager of the 19 single family rentals. She takes care of maintenance request and served the tenants. Abbi issues a rent roll for accounting each month. her other big job is project manager of community service projects. She lines up in-kind donations, volunteer staff and materials for each project. Abbi is a single mom and lost her husband to COVID in 2021. She understand the rental assistance program and was instrumental in helping send out of $100,000 in funding . Abbi loves to see the impact of COH programs. Abbi lives in Whitney and love the lake life, enjoys boating, live music, karoke, and being with family and friends.

ABBIGALE GARDNER STAFF

Mary is the part-time bookkeeper for COH. Her expert knowledge of the quick book system as a QB trainer is very valuable to COH. Mary does reports, balances 3 checking accounts, records rent rolls and is a great advisor to COH. She prepared the books for the CPA at tax time. Mary works for COH about 25 hours a week. COH is very grateful to have her on our team. Mary loves to travel, sings and is very involved in her church and family
